'Surprise' awaits in BNP nomination Most seats in Dhaka city set aside for top brass in Oikyafront, 20-party allies; party starts handing nominations today


In a surprise move, the BNP may leave most of the parliamentary seats in the capital to top leaders of its allies for contesting the upcoming election.
It has finalized nominating party candidates in four of the 15 constituencies in the city and kept the rest open to high-profile leaders of the Jatiya Oikyafront and components of the BNP-led 20-party alliance, said party sources.
The BNP starts handing over nomination letters to party candidates today.
In the past, the party never gave any seat in the capital to its alliance partners. But this time, it wants to give “a surprise” in nominating contestants in the city's constituencies, mentioned the sources.
Though the party has strong candidates for all the 15 seats, it is leaving most of those for top alliance leaders to make its allies happy, they said.
The BNP may leave Dhaka-18 for Jatiya Samajtantrik Dal (Rab) leader Tania Rab, and Dhaka-6 and 7 to Gono Forum leaders Subrata Chowdhury and Mostafa Mohsin Montu, according to the sources.
“The party is considering leaving most of the seats for Oikyafront leaders as most of them are well-known in the city area,” a vice chairman of the BNP told this newspaper yesterday, seeking anonymity.
BNP Standing Committee Member Mirza Abbas and his wife Afroza Abbas would contest from Dhaka-8 and 9 constituencies, the party leader said.
From Dhaka-14, former lawmaker SA Khaleque's son SA Saju would get the party ticket and BNP leader Abdus Salam from Dhaka-13, according to BNP insiders.
The names of the candidates from Dhaka-5, 11, 12, 15, 16, 17, 19 and 20 constituencies would be finalized following consultations with the Oikyafront leaders, they added.

SEAT-SHARING

Several leaders of the BNP and its partners said they agreed in principle that the aspirants, who have the best chance of winning the election, should be given nomination regardless of their party affiliation.
The BNP is likely to give seven to 10 seats to the Gono Forum, two to three seats to the Nagorik Oikya, and three each to the JSD (Rab) and the Krishak Sramik Janata League.
The components of the 20-party alliance sought 40 seats but the BNP agreed to give them a maximum of 20 seats. 
Leaders of the Jamaat-e-Islami, a key ally of the BNP, wished that the BNP would keep open some specific seats to its leaders.
The seats include Thakurgaon-2, Dinajpur-1 and 6, Nilphamari-3, Lalmonirhat-1, Rangpur-5, Kurigram-4, Gaibandha-1 and 4, Bogura-4, Sirajganj-4, Pabna-1 and 5, Jashore-2, Bagerhat-3 and 4, Khulna-5 and 6, Satkhira-2, 3 and 4, Pirojpur-2, Sylhet-5 and 6, Cumilla-11, Chattogram-15 and Cox's Bazar-2.
Another alliance partner, Liberal Democratic Party (LDP), wanted the BNP to leave six seats for it. But the BNP agreed to leave four seats to LDP President Oli Ahmed in Chattogram-14, its General Secretary Redwan Ahmed in Cumilla-7, Joint Secretary General Shahadat Hossain Selim from Laxmipur- 1, and LDP leader Abdul Karim Abbasi from Netrakona-2.
The BNP is likely to leave Bhola-1 seat to Bangladesh Jatiya Party Chairman Andaleeve Rahman Partha, Chattogram-5 to Kalyan Party Chairman Syed Mohammad Ibrahim from, Panchagarh-2 to Jatiya Ganatantrik Party leader Tasmia Pradhan, Nilphamari-1 to Bangladesh NAP (partial) leader Rita Rahman, Jashore-4 to Bangladesh Minority Janata Party leader Sukriti Kumar, and Jashore-5 and Sunamganj-3 to Jamiat-e-Ulama-e-Islam leaders Mufti Md Wakkas and Shahinur Pasha Chowdhury.
The other alliance leaders, who would contest the polls, include Khelafat Majlish leader Ahmed Abdul Kader from Habiganj-4, National People's Party (NPP) leader Farhaduzzaman Farhad from Narail-2, Jatiya Party (Jafar) leader TI Fazle Rabbi from Gaibandha-3 and Mostafa Jamal Haider from Pirojpur-1.

SELECTION OF BNP CANDIDATES

The BNP completed interviewing the nomination seekers on Wednesday, and its nomination board later held a series of meetings to finalize the nominations.
The party leaders also sat with the alliance partners to reach an agreement over seat-sharing. 
Several BNP leaders said a huge number of grassroots leaders hope to get the nomination as the party is going to contest the national polls for the first time in 10 years.
The candidates have been chosen based on four surveys conducted by the party's acting chairman Tarique Rahman and interviews given by the aspirants said party insiders.
The party's top leaders are happy with the process of candidate selection as all the decisions were made collectively, they added.
The BNP decided to issue nomination letters to two candidates each from most of the constituencies in case the main contestant's nomination papers are rejected by the returning officer.
It has already taken undertakings from the aspirants that if they do not get the nomination, they would not contest the polls independently.
The party's nomination board finalized the candidates for around 250 seats, leaving the rest for its partners in the Oikyafront and the 20-party combine. If the alliance leaders press for more seats, the party may give them another 10, the sources said.
The nomination letters, signed by BNP Secretary General Mirza Fakhrul Islam Alamgir, would be issued to the candidates from party chief Khaleda Zia's Gulshan office, sources said.
“We will start issuing nomination letters to the candidates tomorrow [today],” BNP Standing Committee Member Moudud Ahmed, also a member of the party's nomination board, told this correspondent yesterday.
“Many educated and young people showed interest in contesting the election on the BNP ticket. During the nomination process, we considered this. There will be a number of new faces in this election,” he said.
Party insiders said around 50 new faces, mostly young, would get the nomination for the upcoming polls.

Spin on the cards as Tigers chase series

Following a maiden win on home soil against the West Indies in the first Test in Chattogram, Bangladesh will be eying their first ever home series win against the Caribbean side and their second since 2009 when the teams lock horns in the second and series-deciding encounter at the Sher-e-Bangla National Stadium in Mirpur today.
Action on the first day will get underway from 9:30am.
The hosts will once again bank heavily on the spin to slice through the West Indies batting. There were four specialist spinners in the side in Chattogram and it is unlikely that the Tigers will change tack in the second Test.
Skipper Shakib Al Hasan also said that the Tigers would go in with an attacking mindset and urged his charges to play their natural game.
It will be interesting to see the team combination after Mushfiqur Rahim, a double-centurion in the last Test played in Mirpur earlier this month, injured his right thumb while batting on Wednesday. The wicketkeeper-batsman, who was still experiencing pain yesterday, is however expected to play.
The team management will assess his condition just before the start of the game today and it was learned that Mushfiqur may not keep wicket, with late inclusion Liton Das expected to stand behind the stumps.
Liton's inclusion means Mohammad Mithun might have to make way while uncapped opening batsman Shadman Islam is all set to make his debut and open the innings with Soumya Sarkar.
Bangladesh is expected to go in with four spinners once again, with Shakib leading the attack alongside Taijul Islam, Mehedi Hasan Miraz, and young Nayeem Hasan, who broke into the record books by being the youngest bowler to pick five wickets on debut in Chattogram.
According to sources close to the team, left-arm seamer Mustafizur Rahman -- who bowled just four overs in the first Test as the lone pacer -- is likely to be replaced by seam-bowling all-rounder Ariful Haque.
If picked, Ariful -- who made his debut against Zimbabwe earlier this month -- is also expected to perform the seamer's role and it is expected that the Mirpur pitch will offer a lot of purchase for the spinners.
West Indies, on the other hand, will be looking to bounce back but will be hampered by the absence of feared pacer Shannon Gabriel, who was suspended because of a collision with dropped Bangladesh opener Imrul Kayes. They too will have to rely on their spinners to deny what could be Bangladesh's fourth series win in 18 years of playing Tests.

মহাকাশে নতুন সূর্যের সন্ধান!


সম্প্রতি নতুন এক নক্ষত্রের সন্ধান পেয়েছে বিজ্ঞানীরা। সেটি বাইরে থেকে দেখতে অবিকল সূর্যের মত। এছাড়াও সূর্যের সঙ্গে মিলে রয়েছে আরো অনেক বিষয়ে। বয়স একই না হলেও বাহ্যিক মিলের কারণে বিজ্ঞানীরা সূর্যের যমজ বলে উল্লেখ করেছেন নতুন নক্ষত্রটিকে।
বিজ্ঞানীদের দাবি, প্রায় ৪৬০ কোটি বছর আগে সূর্যের যেভাবে সৃষ্টি হয়েছিল, নতুন আবিষ্কৃত হওয়া নক্ষত্রেরও উৎপত্তি ঠিক সেভাবে।
সূর্যের মত অবিকল দেখতে নতুন নক্ষত্রটির নাম রাখা হয়েছে 'এইচডি ১৮৬৩০২'।
বিজ্ঞানীদের দাবি, নতুন নক্ষত্রটি ভবিষ্যৎ গবেষণার অনেক কাজে দিবে। এছাড়া অনেক অজানা কৌতূহল ও প্রশ্নের উত্তর জানা যাবে।

US Ambassador Earl Miller presents credentials to President Hamid


Earl R. Miller, Ambassador of the United States of America to the People’s Republic of Bangladesh, presented his credentials to His Excellency President Md. Abdul Hamid at a ceremony in Dhaka on November 29.
Ambassador Miller emphasized that a strong U.S.-Bangladesh relationship is in the interests of the United States and the American people, Bangladesh and the Bangladeshi people, as well as the regional and global community.
Ambassador Earl R. Miler arrived in Dhaka on November 18, 2018. Prior to this, Ambassador Miller was sworn in as the U.S. Ambassador to Bangladesh at the Department of State in the United States. Former U.S. Ambassadors Marcia Bernicat, Dan Mozena, and the Bangladesh Ambassador to the United States, Ziauddin were also present during the ceremony.
Ambassador Miller, a career member of the U.S. Senior Foreign Service, joined the Department of State in 1987. Ambassador Miller served previously as U.S. Ambassador to the Republic of Botswana from 2014 – 2018. He served previously as Consul General at the U.S. Consulate General in Johannesburg, South Africa, from 2011 to 2014. Ambassador Miller also served in Washington, San Francisco, Miami and Boston and at U.S. embassies in El Salvador, Malaysia, Indonesia, Iraq, and India.
Ambassador Miller was confirmed as U.S. Ambassador to the People’s Republic of Bangladesh by the U.S. Senate on October 11, 2018.

China to build underwater bullet train route


The Chinese government has approved a project to build the first underwater bullet train route in the country, a media report said on Thursday.
The line will connect Ningbo, a port city south of Shanghai, to Zhoushan, an archipelago off the east coast, CNN reported.
The proposed underwater tunnel will be a part of the 77-km Yong-Zhou Railway plan to boost tourism and create a two-hour-commute zone within Zhejiang province.
First mentioned in a government transportation plan in 2005, the feasibility study of the Yong-Zhou Railway plan was approved by Beijing in November.
Within the 77 km railway route, some 70.92 km of tracks will be newly built, including a 16.2 km undersea section.
The new route will transport travelers from Hangzhou — capital city of Zhejiang — to Zhoushan in 80 minutes.
The current journey takes about 4.5 hours by bus or a 2.5-hour drive by personal vehicle.
Seven stations are planned for the entire route, including four new stations and three redeveloped ones.
At a whopping 25.2 billion yuan ($3 billion), the project is expected to begin next year and is due for completion in 2025.

Dr Kamal, Sara Hossain not to contest National Polls


Leader of the newly formed political alliance Jatiya Oikyafront, Dr Kamal Hossain, and his daughter Barrister Sara Hossain are not going to run for any constituency in the upcoming 11th parliamentary elections.

“I am 80 years old. I am working for my country and party now,” said Dr. Kamal.

However, he would participate in the policy making and decision making of the party, rather than directly participating in the election.

Subrata Chowdhury, executive president of Dr Kamal Hossain’s own political party Gono Forum, confirmed the matter on Wednesday.

“Sir (Dr. Kamal) is not going to join the election as his physical condition is not well. Barrister Sara is also not going to take part in the polls on personal grounds,” said Subrata Chowdhury.

“However, he will work for the alliance and make necessary contributions to ensure its victory in the election,” Subrata added.

Subrata Chowdhury said he submitted nomination paper to the returning officer to contest the polls from Dhaka-6 constituency while their general secretary Mostafa Mohsin Montu from Dhaka-2, Dhaka-3 and Dhaka-9 parliamentary seats.

He said many of their party leaders also initially submitted nomination papers in many seats across the country as they still could not settle the issue of seat sharing with BNP. “We’ll soon settle the issue.”

বাণিজ্যমেলা শুরু ৯ জানুয়ারি


জাতীয় সংসদ নির্বাচনের কারণে পেছানো হয়েছে ২৪তম ঢাকা আন্তর্জাতিক বাণিজ্য মেলা-২০১৯। ১ জানুয়ারির পরিবর্তে ৯ জানুয়ারি ওথকে শুরু হবে এ মেলা। চলবে ৮ ফেব্রুয়ারি পর্যন্ত।
রফতানি উন্নয়ন ব্যুারোর (ইপিবি) মহাপরিচলাক অভিজিৎ চৌধুরী বলেন, আগামী ৩০ ডিসেম্বর একাদশ জাতীয় সংসদ নির্বাচনের কারণে এবার বাণিজ্য মেলা ১ জানুয়ারি পরিবর্তে আগামী ৯ জানুয়ারি মেলার উদ্বোধন করা হবে।
তিনি জানান, এ মাসের মধ্যে স্টল বরাদ্দ শেষ হবে। এ পর্যন্ত ৪৩টি বিদেশি প্রতিষ্ঠান আবেদন করেছে।
ইপিবি সূত্র জানায়, গতবারের চেয়ে এবার বিদেশিদের আগ্রহ অনেক বেশি। আগামী ৩১ ডিসেম্বরের মধ্যে সব প্রস্তুতি শেষ হবে। দেশি-বিদেশি প্রতিষ্ঠানের স্টল ও প্যাভিলিয়ন মিলিয়ে প্রায় সাড়ে পাঁচশ’ প্রতিষ্ঠান মেলায় অংশ নেবে।

BNP going out of Fakhrul’s control: Obaidul


Awami League General Secretary Obaidul Quader had said BNP leaders are going beyond the control of their General Secretary Mirza Fakhrul Islam Alamgir.
The situation inside BNP is a mess, he said, speaking at the party’s Dhanmondi office this afternoon.
Obaidul, also road transport and bridges minister, said: “BNP leaders could not file nominations due to their personal reasons. It is their internal matter”.
“As far as I know, two BNP leaders did not file nominations as they did not get the party ticket from their desired constituency. Mirza Abbas could not submit his nomination in due time. So, the election commission did not accept his nomination,” he said.
BNP cannot bring foul allegations, he added.

Ukraine-Russia sea clash: Merkel rules out military solution


German Chancellor Angela Merkel has stressed there is “no military solution”, after Ukraine’s leader urged Nato to send ships to the Sea of Azov.
Petro Poroshenko’s request came following a naval confrontation with Russia in waters off Crimea.
On Sunday, Russia opened fire on three Ukrainian ships and seized their crews in the Kerch Strait.
Mrs Merkel said the crisis was “entirely the doing of the Russian president”.
However, she said that “issues like these can only be solved by sensible dialogue”.
Russian President Vladimir Putin accused Mr Poroshenko of creating the naval “provocation” to boost his ratings ahead of 2019 elections.
President Poroshenko has implemented martial law across Ukraine’s border regions for 30 days in response to the crisis.
Would Nato help Ukraine?
The North Atlantic Treaty Organisation is the world’s most powerful regional defence alliance, and members agree that an armed attack against one is considered an attack against them all.
Ukraine is not a Nato member, but it is a Nato partner country, meaning they co-operate on some political and security issues.
Mr Poroshenko told Germany’s Bild newspaper: “Germany is one of our closest allies and we hope that states within Nato are now ready to relocate naval ships to the Sea of Azov in order to assist Ukraine and provide security.”
“We cannot accept this aggressive policy of Russia. First it was Crimea, then eastern Ukraine, now he wants the Sea of Azov. Germany, too, has to ask itself: what will Putin do next if we do not stop him?”
What is Nato?
A Nato spokeswoman would not comment directly on Mr Poroshenko’s request, but stressed that “since Russia’s illegal annexation of Crimea in 2014, Nato has substantially increased its presence in the Black Sea”.
The call for Nato to deploy warships to the Sea of Azov raises a variety of diplomatic and practical problems.
In strict legal terms, Russia and Ukraine share access to its waters under a 2003 treaty. This though specifically states that warships from third countries can only enter the Sea or make port visits there with the express permission of the other party.
Russia is hardly likely to give such permission. In practical terms it could easily block the Kerch Strait as it did earlier this week by placing a merchant vessel across the channel.
Nato in any case might see such a visit as more likely to inflame tensions.
It’s more likely that Nato might seek to boost its naval deployments to the Black Sea where its members – Bulgaria, Romania and Turkey – are uneasy about Russia’s more assertive behaviour.
Indeed the alliance says that its vessels have already spent some 120 days on patrol or exercises in the Black Sea this year, compared with 80 in 2017.

খোকার ছেলে-মেয়েকে আত্মসমর্পণের নির্দেশ


ঢাকার সাবেক মেয়র বিএনপি নেতা সাদেক হোসেন খোকার ছেলে ইসরাখ হোসেন ও মেয়ে সারিকা সাদেককে আগাম জামিন দেননি হাইকোর্ট। আগামী ৪ সপ্তাহের মধ্যে ঢাকার মূখ্য মহানগর হাকিম (সিএমএম) আদালতে তাদরে আত্মসমর্পণের নির্দেশ দিয়েছেন আদালত।
বৃহস্পতিবার বিচারপতি মো. নজরুল ইসলাম তালুকদার ও বিচারপতি কে এম হাফিজুল আলমের সমন্বয়ে গঠিত হাইকোর্টের দ্বৈত বেঞ্চ তাদের আগাম জামিনের আবেদন দুটি নিষ্পত্তি করে এই আদেশ দেন।
আদালতে জামিন আবেদনের পক্ষে শুনানি করেন ব্যারিস্টার আজমালুল হোসেন কিউসি ও আইনজীবী মুহাম্মদ সাইফুল্লাহ মামুন। দুদকের পক্ষে ছিলেন আইনজীবী খুরশীদ আলম খান। আর রাষ্ট্রপক্ষে ছিলেন ডেপুটি অ্যাটর্নি জেনারেল এ, কে, এম, আমিন উদ্দিন মানিক ও সহকারি অ্যাটর্নি জেনারেল হেলেনা বেগম চায়না।
গত ২০০৮ সালের ১ সেপ্টেম্বর দুদক দুটি আলাদা নোটিশে তাদের আয়ের বিস্তারিত বিবরণ ৭ কার্যদিবসের মধ্যে দুদকে জমা দিতে বলেন। তারা সম্পদ বিবরণী জমা দেননি। পরে দুদকের সহকারী পরিচালক মো. সামছুল আলম বাদী হয়ে রমনা থানায় ২০১০ সালের ২৯ ও ৩০ আগস্ট এই মামলা দায়ের করেন।
এই মামলায় সম্প্রতি ইসরাখ হোসেন ও সারিকা সাদেক হাইকোর্টে আগাম জামিনের আবেদন করেন। উভয় পক্ষের শুনানি শেষে বুধবার এ বিষয়ে শুনানি শেষ হয়। সে অনুযায়ী বৃহস্পতিবার আদালত এই আদেশ দেন।
ইসরাখ হোসেন আসন্ন জাতীয় সংসদ নির্বাচনে ঢাকা-৬ থেকে বিএনপি থেকে মনোনয়ন পেয়েছেন।

HC asks Khoka’s son, daughter to surrender before court


The High Court has asked two children of former Dhaka City Corporation (DCC) mayor Sadeque Hossain Khoka to surrender before the lower court in Dhaka in four weeks.
Khoka’s son Ishraque Hossain and daughter Sarika Sadeque have been asked to surrender before Chief Metropolitan Magistrate’s Court in Dhaka in connection with two separate graft cases.
The HC bench of justice Md Nazrul Islam Talukder and Justice KM Hafizul Alam passed the order after rejecting their bail petitions.
The court also refused to pass any order on their pleas seeking direction upon police not to harass or arrest them in connection with the cases.
On Wednesday, the siblings appeared before the court and sought anticipatory bail.
The Anti-Corruption Commission filed two cases against them with Ramna Police Station in 2010 for not submitting wealth statements.
Khoka’s son Ishraque Hossain is going to contest the upcoming 11th national election.
A Dhaka court on Wednesday sentenced the former DCC mayor Khoka and three others to 10 years’ imprisonment in a graft case.

Participatory environment is ready: CEC


Chief Election Commissioner (CEC) KM Nurul Huda on Thursday said a participatory environment has been created to hold the 11th parliamentary election.
“Candidates filed their nominations in a disciplined manner yesterday(Wednesday). Nobody violated the electoral code of conduct,” he said at a training session of field-level officials, at the commission’s Agargaon office.
Nurul Huda urged the officials to be fair and neutral.
Many candidates submitted their nominations with an entourage of five- to-seven people, and there were some people outside the submission locations, but there were no showdowns, he added.
He expressed optimism that the commission has been able to create a competitive and participatory ground for holding the election.
Previously, during a meeting, the CEC directed executive magistrates to ensure equal opportunities for all during the election.
